This is Atago Shrine in Hiroshima City, Hiroshima Prefecture,Japan.
There are many Hiroshima Carp banners here.
As it is located near what is commonly known as Carp Road, it is a famous spot where people pray for the Carp's victory.
A Jizo statue and the shrine are located on the same grounds.
The shrine is said to be a place associated with Saijo Hideki.
